This database (actually two databases that work together) can be used to take elevations at a site being surveyed (so this civil engineering type surveys, not opinion poll type surveys).  It was actually designed for use during site work for a parking lot where shots would be made each day from several possible setups of numerous points.  NB: there must be a multi-field index on "date:setup" on the instrument database.  This must be created by hand since multifield indices do not currently export or import.
